Do Broken Links Actually Hurt SEO Rankings?

Ask ten SEOs whether broken links hurt rankings and you will get ten different answers. Some will tell you that every 404 is an emergency. Others will wave it off entirely, citing Google's own statements that a few broken links are perfectly normal. The truth, as usual, is more interesting than either extreme.

The direct answer is no, a broken link does not directly lower your rankings. Google does not have a "broken link penalty." But that framing misses the point. Broken links cause second-order effects — lost link equity, wasted crawl budget, orphaned pages, frustrated users — and those effects can absolutely damage your organic performance. The question is not whether broken links hurt SEO. It is which broken links hurt, how much, and what you should do about them.

What Google Has Actually Said

Google's public position on broken links has been remarkably consistent over the years. John Mueller, Google's Search Advocate, has addressed this question repeatedly in office hours and on social media. The message boils down to three points.

First, 404 status codes are a normal part of the web. Pages get removed. Products go out of stock. Content gets reorganized. Google expects to encounter 404s during crawling, and it does not treat them as a quality signal in isolation.

Second, Google distinguishes between soft 404s and hard 404s. A hard 404 returns a proper HTTP 404 status code. A soft 404 returns a 200 status code but displays "page not found" content. Google considers soft 404s a worse problem because they waste crawl resources and create confusion about what should be indexed.

Third, and this is the part people miss, Google has said that a pattern of broken links can indicate quality problems. In a 2020 webmaster hangout, Mueller noted that if a significant portion of a site returns errors, it might affect how Google perceives the site's overall quality. A handful of 404s on a thousand-page site is noise. Hundreds of broken internal links suggests a site that is poorly maintained.

Gary Illyes put it more bluntly at a 2019 conference: Google's crawlers have a finite crawl budget for every site. Every request that returns a 404 is a request that could have been spent discovering or refreshing an actual page. On a small site, this does not matter. On a site with millions of pages, it matters a great deal.

The damage from broken links almost never comes from the 404 status code itself. It comes from what the 404 disrupts. There are four scenarios where broken links cause real, measurable harm.

This is the most costly type of broken link, and it is the one most teams overlook. When an external site links to your page and that page returns a 404, the link equity — the ranking power that backlink was passing to your site — goes nowhere. It evaporates.

A 2023 analysis by Ahrefs examined over 1.8 million referring domains and found that approximately 66.5% of all backlinks point to pages that no longer exist. That is an enormous amount of wasted link equity across the web. For individual sites, the impact depends on which pages have gone missing. When internal links break, they can create orphaned pages — pages that exist on your server but have no internal links pointing to them. Orphaned pages are difficult for Google to discover through crawling, which means they may be crawled less frequently or, in extreme cases, dropped from the index entirely.

Consider a common scenario: your site has a resource hub with 50 articles. During a redesign, URLs change from /blog/article-name to /resources/article-name. The hub page gets updated, but internal links in other pages still point to the old /blog/ URLs. Those links now return 404s. The articles are still accessible through the hub, but the internal link network that reinforced their importance to Google has been partially severed.

Semrush's 2022 Site Audit study of over 150,000 websites found that broken internal links appeared on 42.5% of all audited sites, making it one of the most common technical SEO issues. On sites where internal linking was heavily relied upon for crawl discovery, fixing broken internal links correlated with measurable improvements in crawl frequency for the affected pages.

Crawl Budget Waste on Large Sites

For most websites — anything under a few thousand pages — crawl budget is not a practical concern. Google will crawl your site thoroughly regardless. But for large sites with tens of thousands or millions of pages, crawl budget becomes a genuine constraint.

Every time Googlebot requests a URL and gets a 404, that is one fewer request available for crawling an actual page. If your site has thousands of internal links pointing to dead URLs, Googlebot may spend a meaningful percentage of its crawl budget chasing 404s instead of indexing new content or refreshing existing pages. Google's own documentation acknowledges this, listing 404 pages as a category of "low-value-add URLs" that can consume crawl resources.

User Experience and Engagement Signals

A user clicks a link, expects to land on a relevant page, and instead sees a 404 error. What happens next? In most cases, they leave. They hit the back button, return to Google, and click a competitor's result.

While Google has been deliberately vague about whether engagement metrics directly influence rankings, the behavioral pattern matters regardless. A user who bounces from your 404 back to the search results did not convert, did not engage with your content, and did not build any affinity with your brand.

On high-traffic pages, the impact compounds. If your top blog post links to three internal pages and two of those links are broken, a percentage of every visitor encounters a dead end. Multiply that by thousands of monthly visitors and the lost engagement becomes substantial.

Not every 404 is worth fixing. Some are genuinely harmless, and spending time on them is a misallocation of resources.

Pages you intentionally removed. If you deleted a discontinued product page, that 404 is working as intended. Google will eventually remove it from the index. As long as no valuable backlinks were pointing to it, there is nothing to fix.

Random external links to URLs that never existed. Scrapers and misconfigured bots regularly request URLs that do not exist on your site. These appear in your server logs and in Search Console's crawl stats. They are noise. Google knows they are noise.

Old URLs with no backlinks and no search traffic. If a page has been returning a 404 for months, has no backlinks, and was never receiving organic traffic, fixing it or redirecting it will have zero measurable impact on your SEO. Move on to higher-priority work.

Given finite time and engineering resources, fixing broken links should follow a clear priority order based on potential impact.

Priority 1: Dead URLs with external backlinks. Use a backlink analysis tool to identify your 404 pages that have referring domains pointing to them. Sort by the number and quality of referring domains. Redirect the highest-value ones first. This recovers lost link equity with minimal effort — a single 301 redirect per URL.

Priority 2: Broken internal links on high-traffic pages. A broken link on your homepage or your top blog post affects far more users than a broken link buried in a five-year-old article that gets ten visits per month. Prioritize by page traffic.

Priority 3: Broken links in main navigation and footer. These links appear on every page of your site. A single broken link in your global navigation is effectively broken on every page, which means Googlebot encounters it on every crawl of every page. Fix these immediately.

Priority 4: Broken internal links creating orphan pages. If fixing a broken internal link is the only way for Google to discover an important page, that link is high priority. Identify pages with only one or two incoming internal links — if those links break, the page becomes invisible to crawlers.

Priority 5: Everything else. Fix remaining broken links in batches during regular site audits. They are not emergencies, but they should not be permanently ignored either.

The biggest problem with broken links is not fixing them. It is finding them before they cause damage. A broken link introduced during a Tuesday deploy will not show up in Google Search Console's crawl stats until days later. By then, the link equity has been leaking for a week.

But broken links are also not harmless. Every broken link is a small leak — in link equity, in crawl efficiency, in user experience. A single leak is barely noticeable. Dozens of leaks left unattended for months can quietly erode performance in ways that are difficult to attribute and slow to recover from.

The disciplined approach is to monitor systematically, prioritize by impact, and fix the ones that matter before the damage accumulates. The sites that maintain their rankings over the long term are not the ones with zero broken links. They are the ones that catch the important breaks quickly and resolve them before Google or their users notice.
